My husband has a credit card judgment against him for business debt. Can they seize our bank accounts?

If your husband personally guaranteed the business debt (which is very common), that creditor can sue your husband personally and collect the judgment from his personal assets, including a joint bank account. In California all of your community property is also liable for that debt, which would include a separate bank account of yours if the money in that account came from your earnings during the marriage.
